Libyan civil society bodies set criteria for selection of Presidential Council chair

Tripoli, Libya, December 2 (Infosplusgabon) - Components of the National Federation of Labour Unions of Libya and civil society groupings on Tuesday called on the acting head of the United Nations Support Mission in Libya (UNSMIL), Stephanie Williams, to impose specific criteria and conditions for candidates seeking positions of Chairman of the Presidential Council and Prime Minister of the national government to be formed from the Libyan Political Dialogue Forum.

 

 

Among the standards for the selection of personalities for these positions, according to a statement issued Tuesday, is that they should not have a nationality other than Libyan and not be involved in war crimes or crimes against humanity.

Its signatories are the Council of Notables and Elders of Tripoli, the National Federation of Labour Unions of Libya, the National Action Organisation for the Fight against Corruption, the Union of Civil Society Institutions in the Andalusian Grand Hay district, the Organisation for the Rights of Women, the Civil Court of Tripoli, the Tripoli Commission and the Amazigh Civil Organisation of Libya.

 

Others are Libyan Association of Prisoners of Conscience, ibyan Development Process, the Homeland Gathering Organization (Warchafana) and the Zouara Inhabitants' Communication Forum.

 

According to the statement, a candidate must not be involved in corruption, must commit in writing that competence is the criterion for the appointment and not quotas and that he or she respects the specified period for holding the position in accordance with the agreement, and must not be a controversial figure.

 

Through UNSMIL, the UN is conducting a political dialogue between different Libyan parties to find a solution to the multifaceted crisis that has plagued the country for almost a decade.

 

The Mission brought together 75 personalities from different political, geographical and social backgrounds at a Political Dialogue Forum held in Tunis from 9-15 November, which failed to reach a consensus on the personalities who will lead the transition phase (Chairman of the Presidential Council and Prime Minister of the Government of National Unity).

 

The term of office for the two positions has been set at 18 months during which general elections will be held on 24 December 2021.

 

Acting UN Envoy Williams transferred the Tunis dialogue to a virtual dialogue to present proposals on the mechanisms for appointing holders of the positions of executive authority, in order to iron out differences that arose during the direct dialogues.
