Libyans working in civil service take 58% of State resources

Tripoli, Libya, September 20 (Infosplusgabon) - The plethora of civil servants in Libya's public administration represents one of the greatest challenges facing successive Libyan governments, the Audit Office has announced.

 

 

 

It confirmed that the number of employees in the government sector has continued to increase to reach "about 40% of the population working in the civil service, whose salaries represent more than 58% of the state's resources, which no economy can absorb".

 

Libya has a population of about six million people, it is said.

 

In its report published this month (September 2020), the Audit Office said it had taken measures in cooperation with the Ministry of Finance to reduce cases of fraud and duplication and to reduce employment contracts for which no compensation is available, or to appoint those who are still minors or have passed the retirement age.

 

The report showed that with the cessation of most of these violations by controlling wages and building a comprehensive database, related expenditures were reduced to about 20 billion dinars (about $14.49 billion) between 2014 and 2017, after having reached 24 billion dinars before the implementation of these measures.

 

However, the Audit Office noted that the  measures "were met with excessive negativity on the part of the government and its institutions", and were even circumvented by many government agencies that continued to appoint without vacancies.

 

The report added that some institutions had inflated salaries of their employees or continued to pass on data of those whose relationship with them had ended, pointing out that "this surplus was used to pay for new appointments or increases that were disbursed without any rights".
