On his return to Togo after several years abroad, Bénissan was appointed to head the Secretariat of the Presidency in 2012 due to his competence, especially in the management of foreign investments.

An expert in finances and banking, in addition to his duties of secretary-general of the presidency, Bénissan was also the coordinator of affairs of the presidential council for investment in Togo.

He obtained a Diploma in Civil Engineering at the National high school of Mines in Paris and a Master’s degree in Business Administration (MBA) at the Northwestern University in Evanston (Chicago, USA).

At the professional level, he worked at Schlumberger Oil Fields, Mc Donnell Douglas Information Systems, the International Bank of Luxembourg, Bankers Trust, Deutsche Bank and Royal Bank of Scotland.

His father, Tété Têvi-Benissan, was minister of Economy and Finances under President Eyadema Gnassingbé from 1978 to 1984 before leaving him following divergences in the management of the country’s economy.
