Rwanda: Four former senior govt. officials remanded in prison for abuse of public funds

Kigali, Rwanda, July 14 (Infosplusgabon)  - The intermediate court of Gasabo in Kigali city on Tuesday remanded four former top Rwandan Government officials, including the Permanent Secretary in the ministry of Finance and Economic Planning, Caleb Rwamuganza, who are charged with mismanagement of mismanaging public funds.

 

The other three includes the former Permanent Secretary in the ministry of Infrastructure, Christian  Rwakunda, remanded for 30 days pending investigations.

 

The other officials include Godfrey Kabera, the Director-General for National Planning, and Eric Serubibi, who was until recently the Director-General of Rwanda Housing Authority (RHA).

 

The officials, who are all in custody, face charges of the misuse of public property, flouting procedures of the public tenders and complicity in flouting tendering procedures.

 

The others in the case are Aloys Rusizana a businessman, and Bonaventure Munyabugingo, a private property valuer.

 

According to prosecution, the group conspired to cause a loss of Rwf2 billion francs (US$ 2.1 million) in a single transaction of purchasing a building from a local businessman.

 

The prosecutor said that given the value of the tender, this transaction was supposed to have involved Rwanda Public Procurement Authority (RPPA), but it was never the case.

 

There was no transparency in the entire deal and numerous public procurement laws were flouted, the prosecutor said, accusing Rwankunda, Serubibi and Rwamuganza of misuse of public funds and flouting of standard procedures on public tenders.
